APWA committees offer members the opportunity of public service on a national scale and a chance to participate in the process of constructive change in the public interest. Each committee will meet at Congress; at a meeting in the spring; and monthly/bi-monthly through conference calls. Committees are encouraged to use sub committees and task forces to accomplish work activities. If subcommittees/task forces are established, members of committees may serve as liaisons to those groups.
APPOINTMENT INFORMATION: The president-elect appoints the chairs of the committees. The chair and Board liaison to each committee nominate members to that committee for presidential appointment. Six individuals serve on each committee, including the chair. Terms on the committees are for two years and there is a limit of three two-year terms (or six consecutive years). The term of office for the chair shall be one year. An individual member of the committee may serve as committee chair for no more than two years of their potential six-year term on the committee, but must be appointed by the new president-elect in order to serve a second year as chair. The qualification basis for appointment to the committees will continue to be as a “highly knowledgeable subject matter expert” in the specific area of committee responsibility.
The appointments will occur during April or May each year, whenever possible. This will allow sufficient time for new members to budget and prepare to be present at the Congress meeting of the committee. The Congress meeting will include all members on the current committee and will include all new appointments.
TIME INVOLVEMENT: All committees meet individually either on the Saturday prior to Congress or one day during Congress for approximately four hours. (These expenses are not reimbursable.) Each individual committee meets for a one-day planning meeting in the spring. (These expenses are reimbursable.) Generally, each committee meets by conference call about ten times a year for approximately one hour per call. Outside reading of minutes/documents/agendas may take 2-4 hours per month. Additional work will be based upon commitment of committee members to various assignments.
Emergency Management Committee (Staff: Teresa Hon; At-Large Director: Diane Linderman)

Its mission is to provide APWA members with resources and a forum for exchanging and developing ideas, knowledge, and technologies for minimizing the impact and consequences of disasters. It also intends to foster recognition of public works’ important role(s) in emergency management, including its strong involvement in mitigation and recovery, as well as to influence public policies that will strengthen the ability of government at all levels to better address disaster management. The committee also recommends and advances APWA policies and positions concerning emergency management issues.
Engineering and Technology Committee (Staff: Carol Estes; At-Large Director: Patty Hilderbrand)

Its mission is to identify and develop skills and competencies necessary for effective application of engineering practices and principles to public works applications; to provide APWA members with a forum to exchange and develop ideas, information, skills, knowledge, and technologies necessary to provide engineering support for public works; to assist public works agencies better prepare for fulfilling their missions; and to influence public policies that will strengthen the application of engineering principles in management of public works. The committee strives to develop an environment conducive to fostering ethical behavior in the application of engineering and technology based solutions in the field of public works. The committee also recommends and advances APWA policies and positions concerning engineering and technology issues.
Facilities and Grounds Committee (Staff: Colene Roberts; At-Large Director: Ken Nerland)

The committee also recommends and advances APWA policies and positions concerning transportation issues.
Water Resources Committee (Staff: Colene Roberts; At-Large Director: Daryl Grigsby)

Its mission is to recommend and advance APWA policies and positions regarding legislation and regulations that affect public works practices in the disciplines of water resources management; provide forums for APWA members to exchange ideas, technologies, and information on public works practices; address water resources issues including laws, regulations, and services to the public; identify and promote research needed to advance public works practices in the area of water resources management; and enhance service to APWA members by providing educational opportunities, information exchange, and representation.
Utility and Public Right-of-Way Committee (Staff: Carol Estes; At-Large Director: Patty Hilderbrand)

This committee has identified 30 issues in three major categories that will be addressed through formation of sub-committees: planning and coordination; construction practices; and right-of-way management.
