AASHTO Geometric Design Committee (Staff: Carol Estes)

One member of APWA is appointed by the president to this committee for a three-year term. The committee provides a focal point and working group for developing and recommending AASHTO geometric design criteria. This assignment includes formulating new and revised criteria to keep current all geometric design standards, policies, and guidelines.
  • Involves 1 or 2 meetings a year and a written report to the Board of Directors.

AASHTO Winter Maintenance Policy Coordinating Committee (Staff: Carol Estes)

One member of APWA is appointed by the president and by virtue of that appointment also serves as Chair of APWA Winter Maintenance Sub-committee (which is appointed by the Transportation Committee) to this American Association of State Highway & Transportation Officials committee.
  • Involves two meetings a year. Also serves as Chair of APWA Winter Maintenance Subcommittee.

APWA/ACEC Steering Committee (Staff: Jim Fahey)

Two APWA members are appointed by the APWA president to this committee (one as chair) for a three-year term. The committee working with staff and members from the American Consulting Engineers Council, provides a forum for consulting engineers and public works officials to discuss common issues and make recommendations on joint programs, products and services.
  • Involves one meeting at the APWA Congress, and may involve one or more conference calls. May involve 2-3 hours of preparatory work prior to meeting. Additional work will be based upon commitment of the committee members to various assignments.

APWA/AGC Partnership Task Force (Staff: Jim Fahey)

Two APWA members are appointed by the APWA president to this task force (one as chair). The task force (also composed of members of the Associated General Contractors of America) is responsible for oversight and implementation of the APWA/AGC partnership agreement.
  • Involves one meeting a year at a mutually agreeable and affordable location and one meeting at the APWA Congress. May involve 2-3 hours of preparatory work prior to meeting. Additional work will be based upon commitment of task force members to various assignments.
APWA/AMMAC Partnership Task Force (Staff: Kaye Sullivan)
[3-6 APWA members to be appointed for 1 year terms - president appoints – may serve up to three terms – 3-6 members to be appointed in 2010]
The APWA members of this task force are appointed by the APWA president. The task force (also composed of members of Asociacion de Municipios de Mexico, A.C.) is responsible for oversight and implementation of the APWA/AMMAC partnership agreement.
  • Involves electronic communication to ensure implementation and may involve an occasional conference call (if this is the mode of communication they wish to use) and a meeting at Congress of approximately two hours. Additional work will be based upon commitment of committee members to various assignments.

APWA/FEMA Partnership Task Force (Staff: Teresa Hon)
[1 member to be appointed for 1 year term – president appoints – may serve up to three terms – 1 member to be appointed in 2010]
The Emergency Management Committee is responsible for oversight and implementation of the APWA/FEMA partnership agreement, however, one APWA member is appointed by the president to meet with FEMA.
  • Involves meeting once a year with the Federal Emergency Management Agency and work with staff to ensure implementation. Additional work will be based upon commitment of members to various assignments.

APWA/FHWA Partnership Task Force (Staff: Carol Estes)

The Transportation Committee serves as the task force and is responsible for oversight and implementation of the APWA/FHWA partnership agreement (the task force is also composed of members of the Federal Highway Administration).
  • Involves meeting with FHWA representatives at the Transportation Technical Committee meetings and work with staff to ensure implementation. Additional work will be based upon commitment of committee members to various assignments.

APWA/IPWEA/INGENIUM Partnership Task Force (Staff: Kaye Sullivan)

The APWA members on this task force are appointed by the APWA president. The task force (also composed of members of the Institute of Public Works Engineering Australia and the Association of Local Government Engineering New Zealand) is responsible for oversight and implementation of the APWA/IPWEA/INGENIUM partnership agreement.
  • Involves electronic communication to ensure implementation and a meeting at Congress of approximately two hours. Additional work will be based upon commitment of committee members to various assignments.

APWA/ITE Partnership Task Force (Staff: Carol Estes)

APWA/National LTAP Association Partnership Task Force (Staff: Mabel Tinjaca)

The APWA Director of Professional Development serves in this role. The task force (also composed of members of the National LTAP Association) is responsible for oversight and implementation of the partnership agreement.
  • Involves communication and attendance at each other’s principal meetings annually to create and administer a joint work plan based on educational activities..

APWA/SPWA/CZPWA Partnership Task Force (Staff: Kaye Sullivan)
[3-6 APWA members to be appointed for 1 year terms – president appoints – may serve up to three terms – 3-6 members to be appointed in 2010]
The APWA members on this task force are appointed by the president. The task force (also composed of members of the Slovak Public Works Association and members of the Czech Republic Public Works Association) is responsible for oversight and implementation of the APWA/SPWA/CZPWA collaborative agreement.
  • Involves electronic communication to ensure implementation and a meeting at Congress of approximately two hours. Additional work will be based upon commitment of committee members to various assignments.

Engineers Joint Contract Documents Committee (EJCDC) (Staff: Carol Estes)

Members of APWA are appointed by the APWA president to serve as APWA Observers on the committee and provide input from APWA’s perspective on the standard contract documents that are then published and sold by several organizations, including APWA. The APWA Observers of this committee need to come from the public sector.
  • Involves three to four 2-day meetings a year in Washington, D.C. Additional review of documents occurs outside the meetings.

Management Practices Advisory Task Force (Staff: Ann Daniels)

The committee reviews and is responsible for updating the Management Practices Manual used in the public works agency self-assessment process.
  • Involves conference calls, several hours of review, and may include a meeting.

National Committee on Uniform Traffic Control Devices (Staff: Carol Estes)
[6 APWA members - president appoints three members and three alternates to 3-year terms – may serve up to three terms – terms are rotational – there are 3 positions to be appointed in 2010]
The APWA president appoints three members of the association to this committee to revise this manual and three alternates for three-year terms. Both members and alternates to this committee must agree to attend all meetings and serve on committees. The Federal Highway Administration publishes the MUTCD. The APWA representatives bring the only municipal point of view to the committee; the other member organizations tend to be more highway oriented.
  • Involves two meetings a year (in January in conjunction with the Transportation Research Board’s annual meeting and in the late fall in conjunction with the annual meeting of the American Association of State Highway & Transportation Officials) and review of numerous materials. Each appointed member and alternate serves on a special committee of NCUTCD. No expenses are covered by APWA.

National Transportation Operations Coalition (Staff: Carol Estes)

The purpose of this coalition is to improve management and operations of the national transportation system through projects undertaken by seven action teams. Members represent the collective interests of stakeholders at state, local and regional levels and have a wide range of experience in operations, planning, and public safety.
  • Involves two one day meetings a year (in June and December in Washington, D.C.), participation on several action teams, review of numerous materials, and periodic conference calls

National Homeland Security Consortium (Staff: Laura Berkey)

The purpose of this Consortium is to maintain a presence with the national committee in an effort to assure that public works concerns regarding homeland security issues are addressed. The Consortium’s mission is to provide a forum of key national organizations through effective collaboration, coordination and leveraging that positively influences national policies, strategies, practices and guidelines to preserve the public safety and security of the nation.
  • Involves two meetings a year for a 2-3 day meeting each time with approximately one hour per month review of documents.

SAFECOM Emergency Response Council (Staff: Laura Berkey)
[1 APWA member to be appointed in 2010 – president appoints for a one-year term – may serve up to three terms]
The purpose of SAFECOM, a communications program within the Department of Homeland Security’s Office for Interoperability and Compatibility (OIC), is to provide research, development, testing and evaluation, guidance, tools, and templates on communications-related issues to local, tribal, state, and Federal emergency response agencies working to improve emergency response through more effective and efficient interoperable wireless communications. APWA’s participation is to provide public works perspective and expertise.
  • Involves two meetings a year and review of numerous materials. SAFECOM conference calls are about 30 minutes long and occur as needed.
