The Emerald Coast Branch is the youngest Branch in the State.  The Florida Chapter's Executive Board was petitioned in 1997 for permission to form a branch in the panhandle.  The petition was granted and bylaws were accepted.  A ten-county section of northwest Florida formed the new Branch, which included Bay, Calhoun, Escambia, Gulf, Holmes, Jackson, Okaloosa, Santa Rosa, Walton and Washington counties.Because of the vast region between the counties and cities of thr Branch, quarterly meetings alternate between Escambia County and Okaloosa County.  The Branch is very active in fundrasing to establish a scholarship for individuals that were interested in a career in Public Works.The 2009/10 Emerald Coast Branch Officers are as follows:     Cooper Saunders, Chairman     Wes Moreno, District Representative   &nbs ... The Northeast Florida Branch, comprising seven counties in northeast Florida (Baker, Clay, Duval, Flagler, Nassau, Putnam, St. Johns), traces the roots of its founding to 1975, when one of the “founding fathers” of the Florida Chapter, Bill Bryant, and a future Life Member and Chapter President, Stan Nodland, met to discuss the creation of the Northeast Branch, along with preparing for the upcoming Florida Chapter Annual Meeting and Trade Show the following year. The Southwest Branch consists of Lee, Charlotte, Collier, Hendry and Glades counties.  Although this branch was not formed until 1985, representatives of this area were heavily involved from the earliest days of the Florida Chapter.The Southwest Branch has been holding steady the last few years with a membership of approximately 130.  The Branch continues to support the local Habitat for Humanity charity with a build day every year and has recently started collecting canned and non-perishables for the local food banks.The Annual Ben C.  The East Central Branch has been an organization that has been a leader in the Florida Chapter for many years. Its success has been attributable to several bed rock characteristics that have survived each leadership team and has been passed on year to year and member to member. A key source for core members providing leadership and being a part of the Branch operations has been local government employees and officials. Entities that come to mind include the City of Orlando, the City of Maitland, the City of Sanford, and in recent years the City of Palm Bay. The West Coast Branch was the first Branch to be established Florida. The first twenty-nine years is most accurately been archived on the Florida Chapter Website (Florida.APWA.net) in the “About Us” authored by Past Branch Chairman Ken Carpenter. Since that time the WCB growth has been noteworthy with the primary focus placed on education. The WCB covers seven counties, and has the largest membership in the state with current numbers over 350. These numbers make communication a major issue. The WCB has had a newsletter for about 10 years, published quarterly just prior to the Chapter’s Executive Boards meetings. As all things evolve the newsletter is now sent to our members via email. In November 1974 the Gold Coast Branch was recognized and established.  At that time, District XI consisted of Broward and Palm Beach Counties. Martin County was part of District VIII. In 1991 the Florida Chapter By-Laws changes district XI to include Palm Beach County only. Broward County moved to District XII. Today the Branch consists of Martin and Palm Beach Counties.Martin County was established in 1925. It was named for John W. Martin, Governor of Florida from 1925 to 1929. The county is made up of 556 square miles of land and 197 square miles of water. The total area is 26.19% water. The Committee also reviews and certifies the annual chapter financial report as prepared by the chapter Treasurer. The Committee is comprised of at least three chapter members who are appointed by the chapter President. The House of Delegates (HOD) performs two major functions. One is a Think Tank or advisory group for the National Board of Directors(Board). The Board provides often suggests topics for discussion by the HOD. The HOD discusses these in detail and recommend action for the Board. The HOD also self-selects topics for discussion. The HOD develops reports and recommendations to the Board on these topics.The second function of the HOD is a liaison between National APWA and the Chapters. Each Chapter selects a Delegate (and often an Alternate). The Delegate is a conduit for Chapter concerns to National Staff and the National Board and reports back to the Chapter on developments at National.
